1. Introduction

The SICIP-BACCO Program is an industry-focused skills development initiative designed to strengthen the workforce of Bangladesh's Business Process Outsourcing (BPO) and Information Technology Enabled Services (ITES) sector.

Implemented by the Bangladesh Association of Contact Center and Outsourcing (BACCO) under the Skills for Industry Competitiveness and Innovation Program (SICIP), the program aims to develop a skilled workforce with market-relevant competencies and support employment in the growing BPO and ITES industry.

The program emphasizes industry-aligned training, quality delivery, employment outcomes, gender inclusion, and future-ready skills in emerging areas such as Artificial Intelligence (AI), digital services, automation, and technology-driven business operations.

2. Program Brief — About SICIP-BACCO

The main objective of the SICIP-BACCO Program is to provide industry-relevant skills training in the BPO and ITES sector and develop skilled manpower to meet the growing skills demand of Bangladesh's ICT job market.

Building on BACCO's experience under the Skills for Employment Investment Program (SEIP), the SICIP-BACCO Program focuses on developing skilled professionals for mid-level and advanced-level occupations in the BPO and ITES sector.

The program combines industry expertise, experienced trainers and assessors, practical training, and employment support to ensure that trainees acquire the necessary skills, knowledge, attitudes, and values aligned with the demands of selected occupations.

Target Groups

The SICIP-BACCO Program primarily targets graduates and four-year diploma holders aged 20–40 years who are interested in developing careers in the BPO and ITES sector.

Special attention will be given to diversified and disadvantaged groups, including:

• Low-skilled individuals
• People with disabilities
• Economically disadvantaged people
• Indigenous people
• People from Small Ethnic Communities (SECP)

Gender Strategy

The SICIP-BACCO Program places strong emphasis on gender inclusion and will ensure at least 30% female participation in training. The program will promote women's access to industry-relevant skills development and employment opportunities, while also encouraging the participation of other disadvantaged groups.

Training Target

The SICIP-BACCO Program aims to provide skills training to 10,000 trainees through 8 ICT courses.

The courses are designed to address current and emerging skills requirements of the BPO and ITES industry and support trainees in developing employment-ready competencies.

Employment Target

The program aims to ensure that at least 65% of male graduates and at least 65% of female graduates are placed in employment within three months of training completion and certification.

Employment outcomes will include:

• Wage employment
• Self-employment

The program will also target a minimum three-month job retention for placed graduates, supporting sustainable employment outcomes.

Key Program Activities and Expected Outcomes

The SICIP-BACCO Program will implement industry-aligned and employment-focused skills development activities to address the evolving skills requirements of the BPO and ITES sector.

Industry-Aligned Skills Development

The program will provide mid-level and advanced-level skills training based on the skills demands of the BPO and ITES sector, supported by experienced trainers and assessors with industry backgrounds.

Technology-Driven and Future-Ready Skills

The program will promote technology adoption, research, development, and innovation in the BPO and ITES sector by developing a workforce equipped with technology-driven skills, including Artificial Intelligence (AI), automation, and other Fourth Industrial Revolution (4IR) technologies.

Inclusive Skills Development

The program will promote the participation of women and disadvantaged groups in skills development and employment, with a minimum 30% female enrollment target.

Training, Certification and Employment

The program will link skills development and certification with employment support, aiming to place at least 65% of male graduates and at least 65% of female graduates in employment within three months of training completion and certification. Employment outcomes will include wage employment and self-employment, with a minimum three-month retention target for placed graduates.
